Ottawa ON - Team Leader, Directorate of Quality of Life (2002 – 2006)

·         formulated advice for the CDS and MND and provided counsel to the ADM (Human Resources – Military) and the ADM (Infrastructure and Environment) for the development of the Designated Residence Interim Guidance, the Functional Accommodation Standards Guidance and the Accommodation Vision 2020

·         provided testimony to SCONDVA as the Departmental Authority for Crown Living Accommodation

·         provided policy guidance for the Canadian Forces Housing Agency (CFHA), to Contractor and Environmental Staffs on behalf of the DND Accommodation Authority to construct new Crown Housing at CFB Wainwright Alberta and for the development of housing at CFB Downsview Toronto

·         working with Defence Research Scientists for research development, approval, data acquisition and result analysis for the Canadian Forces Individual Accommodation Requirements Study (CFIARS) and to develop the Quality of Life factors to be used in the annual Canadian Forces Continuous Attitudinal Survey used to formulate the requirements for strategic Canadian Forces personnel plans

·          responsible for;

o   Naval Personnel Policies and Naval Quality of Life Compensation and Benefits

o   development and implementation of the Naval Depart with Dignity programme

o   Naval Reserve Policy development

 

London UK – Assistant Naval Advisor Canadian Defence Liaison Staff Jul 1994 – Jun 1998

·         responsible for management of all European based Canadian Naval personnel and organization and execution of the annual Naval Symposium for them

·         with the Naval Advisor, attended the International Maritime Defence Exhibition and other Defence Exhibitions in the UK, evaluating new technologies and products and reporting to the Chief of Maritime Staff for consideration as appropriate those assessed as of interest or value to the CF and Canadian Navy

·         responsible for;

o   Maritime Force Structure definition

o   development of the Naval Vision following the 1984 White Paper

o   development of Maritime requirements for PeopleSoft data inputs and outputs, representing Chief of Maritime Staff on the Senior Review Board for the PeopleSoft Project and on all related Working Groups

o   coordinating allocation of Maritime Command personnel resources among Atlantic and Pacific Formations and Naval Reserves

o   development of Strategic Maritime Force Structure input to and participation in the Maritime Research and Development Oversight Group

o   Naval Reserve Organizational structure and development

·         responsible for development and monitoring of the CF unit structure and composition during the major restructuring of NDHQ,  Bases and Training Establishments (including Military Colleges)

 

Honolulu Hawaii – Scheduling Officer Commander Third Fleet Staff Jul 1986 – Jul 1989

·         moved from shore staff on Ford Island to a sea-going staff aboard USS Coronado (AGF 11) to direct at sea training as USN Battle Groups transited from San Diego to Japan via the Aleutian Islands

·         responsible for;

o   Quarterly schedule development and maintenance for over 600 ships of the US Pacific Fleet

o   liaison with the national planning staffs for participation in and scheduling of the bi-annual RIMPAC exercise

 Ottawa ON – Program Requirements Manager Tribal Class Update and Modernization Project (TRUMP) Jul 1984-Jun 1986

·         responsible for development of the Work Breakdown Structure and risk assessment of all project schedules

·         management of Project Personnel resources and oversight of the Project Office Administration and Material resources

·         member of the TRUMP Evaluation Team for the two competing final bids.

Life Partner

Met Heather in our last year at RMC and married in 1972.  Our honeymoon was a move across the continent from Victoria BC to Newport Rhode Island. 

Children

Jennifer Lindsey – Born in Halifax in 1978 – we call her by her middle name, but she has since forgiven us.

Michael – Born in Ottawa in 1984 as we were living in temporary accommodation having just been moved from Halifax and our new home had not been built yet.

 Grandchildren – 8

 We moved May 2024 to Kelowna BC to live near our children and their families.
